SUMMARY:

Hugh Holub has a lifetime record of accomplishment. His specialty is “making things happen”.

 

Most recently he negotiated a precedent-setting agreement between a group of residential well owners in Sahuarita, Arizona and Rosemont Copper Company providing protection for neighboring wells. Existing state law provided no protection to neighboring wells from proposed groundwater pumping by the mining corporation.

 

Holub’s achievements include

--state legislation that  created of the Santa Cruz Active Management Area – the most sustainable oriented water management area in Arizona

--obtaining a $60 million grant to the City of Nogales from the North American Development Bank and the EPA to upgrade the Nogales International Wastewater Treatment Plant.

--state legislation authorizing counties to have development agreements

--triggered fundamental changes to Arizona’s groundwater management laws by identifying the need to link Central Arizona Project funding to state water law reform.

--negotiated the transfer of a significant environmentally sensitive tract of land to Pima County which launched Pima County’s efforts to acquire and protect sensitive lands.

--obtained state legislation that allowed properties to de-annex from fire districts, requiring stricter standards for inclusion of lands in fire districts, and defended the constitutionality of the legislation.

--led the Arizona Power Authority in achieving federal renewal of Hoover Dam power contracts and providing Arizona with $800 million in revenue to funds the Central Arizona Project.

--negotiated the sale of two water companies to the town of Oro Valley.

--led the effort of the Town of Marana to establish its own municipal water utility; and negotiated the purchase by Marana of the Cortaro-Marana Irrigation District’s municipal water system.

--obtained master plan approval and zoning for 5,000 homes for the Vail Valley Ranch development.

 

Holub has successfully represented client interests in the Arizona state legislature, the Arizona Corporation Commission, the Arizona Department of Environmental Quality, the Arizona Department of Water Resources, the United States Environmental Protection Agency, the North American Development Bank, and the International Boundary and Water Commission.

 

His clients have included cities, towns, counties, farms, ranches, private water companies, and master planned community developers.

 

His accomplishments are the result of his blend of legal knowledge, political experience, a background in newspaper writing, and hands-on management experience gained from actually running a municipal utility and then a municipal public works department.

 

Holub is a “transactional attorney” and focuses on assisting his clients in making their goals a reality.

NOTE: I have three distinct career/employment and qualification aspects. In addition to lawyer, I also have a background in writing, as well as management.

WRITER: My writing career started in college in 1966 on the staff of the Arizona Daily Wildcat, then as a reporter for the Tucson Citizen in 1967. I have been a newspaper columnist (Daily Territorial) and currently write a column for the Nogales International. I have written numerous editorial page commentaries for newspapers including the Arizona Daily Star. I am also the author of 4 books, and several screenplays. In addition to newspapers, my writing experience includes advertising, television, radio, public relations, speeches and political campaigns. MANAGER: In addition to running my own law  firm from 1978 to 1997, and I served as City Attorney for the City of Nogales from 1997 to 2000.

Starting in 2004 and through 2006 I served as Special Projects Manager, Utilities Director and Public Works Director for the City of Nogales .

My responsibilities including managing over 100 employees including the Water Department, Wastewater Department, Streets, Sanitation, and Fleet Services. My operating budget was $5 million a year and I also supervised a capital improvement budget of $5 million a year and a separate EPA grant funded project budget $60 million.
